When Robert and Jennie Butchart relocated from Ontario to Vancouver Island in 1904 to establish a cement plant on a rich limestone deposit at Tod Inlet, their thriving business exhausted the deposit within a few years, leaving an enormous quarry pit beside their estate. Jennie Butchart envisioned transforming the depleted quarry into a garden, personally transporting topsoil by horse and cart to begin what would become the Sunken Garden — now the heart of the property. Over the following decades, successive generations of the family, notably Jennie Butchart and later Ian Ross, developed the estate further to include the Japanese Garden, the Rose Garden, the Italian Garden, the Star Pond, and Jennie Butchart's own private garden.
